Roaming Desktop Icons in Win 7

Has anyone else had this problem? In all my 30 years of working on and using PC's and Windows, I have never had this problem.
I have upgraded to Win 7 Home Premium.
I keep my desktop icons in two groups in the left and on the right sides of my desktop.

I am putting together a strawman for my boss on a plan for weekend support.

Our company is a SaaS model that works with non profit auctions both online and physical events. We want to offer weekend support as a pay-per service and only assist those clients on the weekend that purchase the service before hand.

Recently, our company decided a certain remote control utility was "too powerful" for IT to use (sounds like female clothing from the early 20th century). I have a need to connect to a PC while it is logged in running a powerpoint presentation. The only tool allowed (currently) is NetMeeting.
